2.14 Cooperation with Public Institutions

2.14.1 Coordination Activities

In 2025, the CBRT continued to monitor and coordinate progress on decisions taken at the Economy Coordination Board (ECB) meetings for which the CBRT is the responsible institution.

The CBRT monitored the activities and performance indicators related to the measures and activities included in the 2025 Presidential Annual Program and that fall within the CBRT’s mandate to serve as a basis for the Monitoring and Evaluation Report of the Presidential Annual Program, which is compiled quarterly by the Presidency of Strategy and Budget of the Republic of Türkiye as per Presidential Decree No. 13. Accordingly, progress reports were submitted through the Presidential Plan and Program Monitoring and Evaluation System (CPPİDS).

The CBRT contributed to the preparation of the 2026 Presidential Annual Program, carried out within the framework of the Twelfth Development Plan.

The CBRT also contributed to the preparation process for the Medium-Term Program (MTP), which covers the 2026–2028 period.

Following the briefings presented by Governor Karahan at the meetings of the Plan and Budget Committee of the Grand National Assembly of Türkiye (GNAT) on May 6 and October 7, 2025, pursuant to Article 42 of the CBRT Law No. 1211 regarding the activities of the CBRT, the responses to the questions addressed to the Governor by the Committee members and recorded in the minutes, those falling within the scope of the CBRT’s mandate and authority which had not been answered at the Committee meeting, were submitted to the Plan and Budget Committee of the GNAT.

The CBRT provided assistance in responding to written questions submitted by GNAT members to the Vice Presidents and Ministers regarding matters within the CBRT’s mandate.

As part of the preliminary work for the 2025 Action Plan of the Coordination Council for the Improvement of Investment Environment (YOIKK), the CBRT’s action recommendations were submitted to the Ministry of Treasury and Finance of the Republic of Türkiye.

The CBRT contributed to the 2026–2028 Action Plan of the Strategy for Fight Against Informal Economy, for which preliminary work was carried out as part of the 2025 Presidential Annual Program.

2.14.2 Activities of the Food and Agricultural Product Markets Monitoring and Evaluation Committee

The Food and Agricultural Product Markets Monitoring and Evaluation Committee (the Food Committee) focuses on identifying and resolving structural and conjunctural issues in the agriculture and food sectors, with the aim of ensuring food price stability and enhancing predictability. Ministries and organizations have high-level representation at Food Committee meetings, and concrete policy measures are enacted in line with the decisions taken. The CBRT attends meetings of the Food Subcommittee, which operates under the Food Committee to assess risks related to food and agricultural products and discuss necessary policy recommendations through regular meetings, and gives regular presentations at these meetings. In 2025, the Food Committee convened on three occasions, while the Food Subcommittee met eight times, both bodies taking decisions on issues such as food price stability, supply security of agricultural products, and agricultural planning. The CBRT participated actively in these meetings and delivered eleven technical briefings. Additionally, in 2025, the Bank informed stakeholders who were members of the committee on food and agricultural product prices, shared research findings on structural and conjunctural issues as well as pricing behaviors, and provided technical support on a regular basis. Furthermore, the Bank took part in working groups established under the Food Committee.

As part of the Food Early Warning System (Food-EWS) project conducted by the CBRT as per the decisions of the Food Committee, the CBRT analyzed data on food and agricultural product prices, which are of critical importance for price stability, in a detailed and timely manner and recommendations on measures were developed. The up-to-date database in this area is used to monitor structural issues and critical developments in food and agricultural product markets. Regular briefings on the latest developments in the sector are presented at the relevant Food Committee and Food Subcommittee meetings. Furthermore, reports prepared as part of the Food-EWS, namely the Food and Agriculture Markets Report, the Food Foreign Trade Developments Report, and the Price Developments in Critical Food Products Report, are regularly shared with relevant ministries and institutions. In 2025, a total of 12 Food and Agriculture Market Reports, 12 Food Foreign Trade Developments Reports, and 24 Price Developments in Critical Food Products Reports were sent to relevant stakeholders.

In 2025, as part of the Food Committee’s activities and with contributions of the CBRT employees, a Research Note in Economics, a BIS Working Paper, two articles for the Central Bank Review, and one post for the CBRT blog were published. Four of these studies were presented to academics and policymakers at national and international seminars and conferences.

2.14.3 Other Activities

As part of the harmonization of the Financial Accounts Statistics published by the CBRT and the Corporate Sector Accounts produced by TURKSTAT, the “Integrated Accounts Workshop” was held on November 3-4, 2025, with the participation of officials from the CBRT, TURKSTAT, the Ministry of Treasury and Finance, and the Insurance and Private Pension Regulation and Supervision Authority.

“The Banking Statistical Reporting Certification Program” aimed at employees working in the reporting units of banks was organized by the Data Governance and Statistics Department at the CBRT’s İstanbul Finance Center premises between November 19 and 21, 2025.

“The Treasury Operations Workshop” was held at the CBRT Head Office on November 20–21, 2025, with the participation of General Directorate of Public Finance of the Ministry of Treasury and Finance of the Republic of Türkiye, with the aim of conducting an end-to-end review of business operations, with a focus on areas for collaboration and development in treasury operations, identifying opportunities for improvement to enhance efficiency, clarifying common goals and priorities, and developing ongoing collaboration mechanisms.

Up
