The Green Economy and Climate Change Division, which was established in 2021, monitored and contributed to national and international efforts on climate change and green transformation. Moreover, in-house studies were initiated to lay the groundwork for applicable practices to incorporate climate change into the Bank’s policies.
Within the scope of national studies, contributions were made to the Climate Council Green Finance and Carbon Pricing Commission studies coordinated by the Ministry of Environment, Urbanization and Climate Change (MoEUCC) and to the National Taxonomy, Emission Trading System and National Carbon Market meetings, for which preparatory work has been initiated in Türkiye.
The Division contributed to the activities and documents related to the Green Deal Working Group (GCWG) established under the Green Deal Action Plan and coordinated by the Ministry of Trade, and joined the meetings of the Specialized Working Group (SWG).
The Division took part in the workshops on the National Energy Efficiency Action Plan II (NEEAP) for the 2024-2030 period organized by the Ministry of Energy and Natural Resources.
As part of international efforts, in coordination with selected representatives from relevant departments of the CBRT, the Division participated in NGFS Plenary and sub-group meetings. The Department also monitored international developments on climate change and central banking, and responded to Network for Greening the Financial System surveys when needed.
Within the context of in-house studies on climate change, four quarterly bulletins were prepared and published on the CBRT Intranet to increase in-house knowledge and raise awareness of potential risks. These bulletins included a summary of national and international developments in climate change and quantitative data on green instruments illustrated with charts.
In addition, the policies and activities of other central banks on climate change were analyzed and classified, and the potential for adapting best practices to the CBRT was investigated and various recommendations were developed.
As part of in-house awareness-raising and capacity-building activities, the CBRT embarked on climate change seminars within the Bank in collaboration with the Central Academy and Development Division.
